Finland was non-aligned and, aware of the fate of its three smaller
neighbors to the south, struck the best deal that it could get.

Georgia has already suffered amputaion far worse than anything Finland
suffered. It is already paying tribute by accepting the de facto
occupation of a substantial part of it territory by Russian "peacekeepers"
and its administration by Russian officials. There is a strong possibility
that it might be forced to change its government and political alignments.
And this is a country that is closely allied with NATO and the United
   States.
