   My part of the city - and it is safe. But this is Finland. A society   
   more focused to prevent conditions that result in crime rather than only   
   deal with the symptoms.

   Finland they do.

   You should really investigate matter *outside* the US before making any   
   conclusions. In many European countries education is ranked best in the   
   world - and the bulk of it is provided by society.
