   To not receive an answer is itself an answer.  Promising to call back   
   suggests unenthusiasm; not calling back is a clear sign of it.

   Well, there you are.  The question you explicitly asked -- "can I visit   
   you?" -- was a sign of your reason for asking -- "will you be my   
   girlfriend?"  About as clear a sign as her response signified "no".  I   
   don't think either party can be faulted in that exchange.
