People who are used to a society where women wear eg long hair and long
skirts while men wear eg short hair and (regular) trousers find it very
hard to distinguish men and women who both wear eg short hair and
   trousers.

People who are used to a society where both men and women wear eg short
hair and trousers have no problem, since they're used to looking for
   other cues.

It's almost as if people are affected by the society around them.
