   That would help, a little, with the rising-sea-level problem.   
      
   But the alternative is to pump air into many large bags deep undersea,   
   and let it out through turbines.  The bags do not need to be very   
   strong; they don't hold the main pressure, but just keep the water and   
   the air apart.  But they do need to be well anchored.   
      
   And relatively minor modifications create the world's biggest bagpipes.
