   Also not helped by Congress vetoing every proposal to balance the USPS'   
   budget.   
      
   But I'm not sure I view pre-funding the retirement account as a bad idea   
   given how many retirement funds have been looted to pay for executive's   
   pay raises, business expansion, hostile takeovers, etc., leaving nothing   
   to actually pay the retired with.  Maybe the level of pre-funding needs   
   to be reviewed but I don't think the concept does.
