   There is a pretty much unlimited supply of numbers available at very   
   reasonable cost (zero), so this is not in itself a problem.   
      
   In fact, hmm, it might even be possible for codes to be public and   
   associated with exactly known frequencies, and then one broadcaster   
   could illuminate traffic for many receivers, it would be much like   
   managing packet-switched network collisions.
