I have read a trilogy I believe it was about the culture of
the Doggerland before the inundation due to the melting of
the last Iice age. They build a dam at the low end of the land
that lasts for centuries. Refugees excape to many places but
the main characters end up around Carthage.

The books were absorbing. I hope I remember the title
soon. Using my skills I believe I have found it.
   > Stone Spring is a 2010 science fiction novel by British writer Stephen
Baxter.[1] It is set in prehistoric Doggerland (renamed "Northland" in the
novel) and focuses on the attempts of Northland's inhabitants to adapt to the
   rising sea levels slowly
eroding Northland's coastline. It is the first part of a trilogy detailing an
alternate history in which human efforts were able to prevent Doggerland from
   being flooded.

Well they prevent it from being flooded for a long time.
But of course we end up with the English Channel.
