   Right, but the meter is a demarcation point between the piping that you are   
   responsible for and the piping that the city is responsible for.  If there   
   is a leak on your side of the meter, you are legally liable for the cost of   
   that water.  If there is a leak on the city side, they are liable for it.   
      
   Not so much a worry when all the piping is above ground, but a big deal when   
   the piping is hidden underground and you could be losing hundreds of gallons   
   without realizing it.
