I believe that he has a resolution of the Elder Gods and Eldritch
   Horrors in
mind. Mhari is too optimistic. One solution is to drain all the magical
   potential
that sustains EG and EH from the Laundry Universe. Exactly how he might do
this is more than my knowledge or the LUand imagination can construct but
it has been done in other fictional universes where magic was an impediment.
Maybe a vaccine or curative drug for V and K parasites.
Well it was horrid enough with Unicorns being carnivorous Equoids.

But that is what magic involves.
