   There is one major difference that is described in the words, World   
   War II. There was a declared war between the two countries. In this   
   case Trump went around Congress and took action without ever declaring   
   war. In fact we've got Marco Rubio declaring that this was just an   
   arrest. An arrest including multiple bombings, military boots on the   
   ground and apparently the deaths of over 80 people including many   
   civilians.
