   Apparently there's a big fight between the state rep who wrote the bill--   
   Scott Weiner, who can best be described as the ass cancer of California   
   politics-- and Newsom. Weiner never wanted to exempt CHP from the law in the   
   first place but it was the only way he could get Newsom to sign it. Now that   
   the court has blocked it, Weiner wants to amend it so that it covers CHP as   
   well (which still won't get him past the Supremacy Clause) but Newsom won't   
   support it. One wonders what CHP has on Newsom that has Gavvy running   
   interference for them like this.
