   Also, how is the union reacting to their employees being deprived of   
   extra hours? I'll bet they're NOT happy!   
      
   FWIW, I once spoke to a woman who grew up in a small European village   
   where they didn't get much snow and there were no snow plows. On at   
   least one occasion, the village had a significant snow fall and the   
   whole village turned out with shovels to clear the main drag. Of course   
   that would have been back in 1930s; perhaps the same happened here in   
   small towns that didn't normally get snow.
