   Where do you get that these are volunteers? They are per diem employees   
   which means New York must ask them to comply with both federal tax law   
   and immigration law. They aren't paying illegal aliens to shovel.   
      
   The stupid crap is minimum age 18. This is a boy's job.   
      
   You need specific ID to register to vote and to be found on specific   
   government databases. The rest of the United States doesn't engage in   
   California's potential ballot fraud problem which still cannot be solved   
   with voter ID.
