   Sure it can. Under a voter ID requirement, you'd be required to provide your   
   driver license number on your mail-in ballot, which will then be cross-checked   
   before the ballot is counted.   
      
   A ballot harvester who's filling out blank ballots will be highly unlikely to   
   also have a list of dozens or hundreds of people whose names to fill them out   
   under *and* their DL numbers to go with it.
