   No. Ballots MUST NOT have distinguing marks to mitigate against vote buying   
   and for privacy.   
      
   In my state, we put the DL number or the SSN's four most significant   
   digits on the application for a mail-in ballot. This is then matched   
   against the voter registration database that had been matched against the   
   state database of these name/number combinations required under federal   
   law, Motor Voter. The voted ballot must be returned in an envelope   
   that effectively serves as a second application and affidavit which is   
   required under specific circumstances. The ballot remains unvoted till   
   after polls close to make sure the voter didn't vote in person. Only then   
   is the envelope opened and the vote cast.   
      
   This is far more secure than other states that cast mail-in ballots   
   before polls close to appease the news media that gets hysterical when   
   all close elections cannot be called shortly after polls close.

   There's 100% chance of success in preventing fraud of this nature by   
   amending your election code to end distribution of ballots blanks unless   
   applied for. You're the one who convinced me how bad this law was when   
   you first brought it to my attention.   
      
   Why are you arguing that this law invitiing fraud can be salvaged? The   
   only solution here is repeal.
