   I don't know about California, but it was much more common here   
   (Minnesota) twenty years ago than it is now. However, it may be   
   coming back. A truck stop a few miles from me started doing this --   
   for diesel only -- about a year ago. It's the only place I know of   
   that does this. A limited set of anecdotal evidence, I know.
