   At the end, soldiers had been injected with a serum that made them suggestible   
   to any order, such as an order to kill all the civilians.  Beatrice injects   
   that serum into a woman who is in charge of the program, and is thus able to   
   order her to undo the    
   troops' conditioning and delete the program.  Why doesn't Beatrice make that   
   woman order the troops to overthrow the government?
