   It's been that way for decades.  Jordan expelled many of their refugees to   
   Lebanon after after open war with the PLA in Black September in 1970.   
      
   Egyptians do not consider themselves Arabs. Calling an Egyptian an Arab just   
   might get you punched.   Egypt has never wanted to deal with the Palestinian   
   refugees of Gaza having finally overcome a years long struggle with terrorist   
   insurgents in the    
   Sinai, they openly and emphatically reject any Palestinian refugees admission   
   to Egypt.   
      
   Even the West Bank doesn't want refugees from Gaza fearing Hamas infiltration.
