In this case, "bad actors" filled the underpass with wooden pallets and containers of alcohol-based hand sanitizer. Add a few homeless campers enjoying a campfire.....and LA busiest freeway and main corridor for freight from LA Harbor and Long Beach to central Ca. distribution centers will be closed for up to 5 weeks (if you believe Gavin).
