   Dude!  Exporting countries don't slap duties on products, importing   
   countries do that to protect local industry!  Nothing in the US constitution   
   is going to stop OZ from doubling or tripling the cost of US imports if   
   they want to.  Only trade agreements between the two countries can   
   do that, and we weren't involved an many such agreements 40-50   
   years ago.
