   The lead issue is probably why hammer-on weights are becoming scarce, and not   
   just in California.  That, plus I'm sure a lot of newer tire techs are   
   hammering any   
   type of weight on to any material(aluminum, steel, composite, etc) of rim or   
   wheel.   
   There is a difference you know.
