   No.   
      
   If the right hand blinker rate is fine, you know the flasher is good.   
   So you can expect that even though the bulbs all light up, one of them   
   is not drawing enough current.  Make sure all the connections are clean   
   and tight because unless you put the wrong bulb in, this is most likely   
   a bad connection.
