   Rust stabilizers can work very well at preventing from rust from spreading,   
   but they don't remove rust at all, but chemically bond with it to form a   
   stable (usually black or brown) compound.  You need to remove all of the loose   
   surface rust before applying, though, and I have seen some cars that were   
   entirely made up of loose surface rust stuck together.   
      
   On the other hand, there are a lot of new rust removers that have appeared   
   in the past couple decades.  Some of them work as well as electrolytic   
   removal, and aren't hazardous like phosphoric acid dips are.  But they   
   remove rust and it's up to you to protect the new surface.  And if all   
   that is left is rust there won't be anything there afterward.
