   such drivers will do stupid things no matter what.   
      
   cite them for unsafe lane changes, unsafe turns, etc.   
      
   there's no need to ban gps for the rest of the world who drive safely   
   and responsibly.

   banning a gps won't make a distracted driver any less distracted.
