how many accidents does a cellphone *prevent*, such as when someone
calls in a road hazard, drunk driver or some other issue?

in fact, some major crimes have been solved because a driver saw the
suspect vehicle they heard about on the news then called it in while
following it (at a distance) until the cops took over.
