   That's because speed limits exist for one reason, and one reason only:   
   revenue generation.   
      
   If a non-traffic cop writes speeding tickets, that screws up everyone's   
   quotas. If a traffic cop writes too many speeding tickets, that screws   
   up everyone's quota.
