   Fiddling with the GPS is exactly what the person who has now been   
   let-off the ticket was doing. Apparently he got out the iPhone to check   
   for an alternate route - whether or not he was stopped in a traffic   
   jam, he was technically still on the road and "driving" at the time. If   
   the moron wanted to find a new route then he *SHOULD* have pulled over   
   somewhere safe to do so.   
      
   The fact that some scumbag lawyer managed to get him off paying the   
   fine by twicting the restrictive definition of the law is irrelevant.   
   The moron got and deserved a ticket.
