   In some towns where I live, they want to discourage people   
   from using certain side roads to skirt bottlenecks.   
      
   So, they put up 15mph speed-limit signs and more egregiously,   
   they put up 3-way and 4-way stop signs, on culdesacs   
   that had 3 houses on them!   
      
   The whole attempt had *nothing* to do with speed or stopping,   
   at least not at all directly. It was just a way to discourage   
   people from taking the shortcut.   
      
   They *should* have put in road bumps or other "quieting"   
   features; but they resorted to the cheapest artifice there is,   
   which is to artificially stop and slow traffic, not for safety,   
   but for re-routing purposes.
