   If the any government wanted to confine driver's licenses to use purely   
   for purposes of driving, then they'd make it the key that starts the   
   car. Make it extremely difficult to duplicate and unusable by anyone   
   else and you'd also get rid of unlicensed and banned drivers. Include a   
   breathaliser in it and you'd get rid of drunk / drugged drivers. :-)
