   The purpse is to stop selfish idiots speeding down the side roads to   
   get two cars further ahead. The purpose maybe to make the lives of the   
   people living on those side roads safer and happier. Simply having   
   large amounts of traffic travelling on a road not designed for it can   
   in itself be dangerous (for example, a narrow road).   
      
   Speed bumps are a pain in the sit-upon for everyone, including the   
   residents who have to put up with the constant bump-bump noises (or   
   worse from some twit who doesn't bother to slow down), but again   
   they're usually put there for a reason.   
      
   Whether any individual person can see, know, understand (or want to   
   understand) the reasons isn't really relevant.
