   I understood your point, which was the same as mine, in most   
   respects.   
      
   What you said is that they wanted to discourage use of the   
   side streets, and they did so with speed limit signs which   
   lowered the speed, therefore, you assumed, which made it   
   safer.   
      
   I don't disagree.   
      
   But, what about those big red STOP signs on culdesacs with   
   only a few houses on them?   
      
   BTW, I should prove this with pictures, but I donm't have them   
   at the moment - but we should open a separate thread on that   
   because it's an abuse by the government of the STOP sign purpose.
