   fatalities have gone down, cellphone usage has gone up.   
      
   plus, there's no way to know that the cellphone was the *cause* of the   
   accident of it even was in used at the time of the accident.   
      
   there are also those who don't need a cellphone to be distracted, and   
   if you remove the cellphone they'll find something else.
