   require driver training and periodic testing to see if they can   
   actually drive.   
      
   and that doesn't mean drive around the block, which is what most   
   driving tests are these days.   
      
   heck, put someone in a simulator and see if they can handle when things   
   do go wrong, like skidding, kids jumping out in front, tire blowout,   
   etc.
