   it depends what the posted speed limit is.   
      
   in many areas where it's still posted at 55, normal flow is around 70,   
   and i encounter that fairly frequently.   
      
   on the other hand, where the posted limit was raised to 65 (or   
   sometimes 70), the normal flow is still about 70.

   yes, and that is caused by driving too fast for conditions, which is   
   not the same as higher than the number on the signpost.
