   I understand.   
   That's why you normalize data.   
   It's done all the time (hopefully in an unbiased logical manner).   
      
   Bear in mind though, that the use of cellphones went from 0 to huge   
   in just a few years.   
      
   So, you'd have to have quite a change in safety factors to   
   offset that huge spike if there isn't a correspondingly huge   
   increase in accidents.
