   I saw start with talk radio; I'm sure that causes far more accidents   
   that talking on a cellphone.   
      
   Then, ban passengers, especially those under 12. Again, far more   
   distracting.   
      
   Also, ban eating or drinking anything 6 hours before driving, the   
   pressing need for a restroom is at least 1000x more distracting than   
   talking on your mobile.
