   Of course, the point was made that I should request the traffic   
   study before I make that unilateral assessment. I don't disagree.   
      
   With the NHSTA MUTCD in hand, I might try to see if the town   
   will allow me to view those records, but, if the cost is high,   
   I won't have the resources to do so.
