   That's a funny argument, but, I guess it shows the difference   
   personality has on how people formulate logic.   
      
   If I may attempt to paraphrase what you said in that one quoted   
   paragraph, it's this:   
    "We don't have proof either way that cellphone use causes   
     accidents, but it might, so let's outlaw it."   
      
   My personality is such that my interpretation of the same data   
   would be something like the following:   
     "We don't have proof either way that cellphone use causes   
     accidents, so let's not outlaw it until/unless we do."
