   In Ontario the province will issue an ID card to people without driver's   
   permits, but you can't have both. If I want a plain Ontario ID card, I   
   have to turn in my driver's permit. Of course, we also have "enhanced"   
   driver's licenses which have citizenship stuff on a chip that the   
   Americans will accept at the border in lieu of a passport (not by air,   
   though). I had one for a while, until the feds started issuing 10-year   
   passports, which works out cheaper.
