   Here, in California, I see bikers riding on the shoulder in   
   traffic, as well as sharing the road but incessantly crossing   
   the striped lines at the same time as they're 'sharing'.   
      
   Technically, sharing lanes is legal, but unsafe lane changes are   
   illegal, but, I doubt anyone has been ticketed for it, since   
   this is a very friendly state to bikers.
