   yet whitelining remains legal.   
      
   a biker could come within 3 feet of a car, sometimes *less*, without   
   breaking the law and technically could put the driver in violation.

   it definitely is when whitelining remains legal.   
      
   if you're going to make it illegal for a car to come close to a bike,   
   then you must also make it illegal for a bike to come close to a car,   
   particularly since the driver of the car isn't expecting a bike to   
   suddenly appear between lanes.
