   That's fine.   
      
   If they want traffic "quieting", there are well known tactics   
   to quiet traffic which are legal.   
      
   Most traffic quieting measures are more expensive than putting   
   up a stop sign though.   
      
   Personally, while I have no evidence of such, I suspect they   
   wanted to quiet traffic at the lowest cost, so, they put up   
   a sign instead of doing the right thing.   
      
   It's as if I wanted an iphone, at the lowest cost, so I steal   
   it instead of paying for it the right way.
