   yes and can be dismissed.   
      
   a lot of red light camera tickets have been dismissed because the   
   yellow light timing was too short, often intentionally (it increases   
   violations, which increase revenue).   
      
   btw, did you know the company that makes the cameras gets a cut of the   
   fines?
