   Actually, the library had a paper copy of the 1976 MUTCD, which   
   says almost exactly the same wording.   
      
   So, the signs never met the legal definition for their placement.   
      
   Nobody who knows anything could possibly argue that the signs   
   met the 1976 nor today's standards for placing signs.   
      
   These standards were implemented precisely to prevent these types of   
   abuses from occurring.   
      
   I have initiated the process of discovery from the town, and I   
   await their response.
