   Headlights are part of driving, if it's dark or low-visibility. Many   
   cars these days now come with automatic headlights anyway (and a  damn   
   nuisance they are when driving through short tunnels or under   
   over-bridges).   
      
   Personally I don't turn the headlights on while moving ... it's far too   
   easy for some dimbulb to think you're flashing your lights as a signal   
   to let them turn across the road in front of you. I either put the   
   headlights on before I start driving, or if it's still daylight then   
   I'll turn them on at a convenient traffic light stop. Apart from some   
   mid-winter nights coming home, I'm not really ever out in the dark   
   anyway.
