   Changing simple heater/ventilation/A-C settings is a magnitude (or more)   
   less complex that initiating a phone call (even with voice activation)   
   and several orders of magnitude less time consuming than said phone call.   
      
   Driver discomfort leads to decreased attention on driving, as well as   
   inferior decision making.
