   You are obviously not familiar with the rural US, if you do not think   
   speed limits are used to enhance revenue.  On quite common thing is to   
   extend the 25 or 30 mph town speed limit well beyond (e.g. more than a   
   quarter-mile) the built-up area, and ticket drivers who speed up early   
   or slow down late.
