   Unfortunately here in New Zealand they are regular road workers paid   
   for by public taxes (the motorways are managed by the Government, while   
   local roads are managed by regional councils). The point really was the   
   huge waste of tax payer money by having three trucks when only one   
   truck is needed ... no doubt thanks to the government Health & Safety   
   silliness.   
      
   In the past it would have been one guy walking along the side of the   
   motorway carrying a rubbish bag and not even wearing a flourescent   
   jacket.
