   Only some stretches of the autobahn (according to my sources way behind the   
   German lines) remain speed free. I don't think they are recklessly allowing   
   speeders to rule the roads. Actually they have very tight limits around   
   cities, enforced with cameras.   
      
   The German system makes sense if you allow Ferraris and BMW's to be sold.
